This could work if they have a different thing happening on the small screen on the controller as they could make certain things only visible to one player. For example, if there was a card game (but who plays card games on console?), your cards would be shown on the 6 inch screen so others wouldn't be able to see it. This could work for other games as well, especially strategy games and games where showing others your moves isn't a good idea, like Pokémon. This could be the reason why there wasn't Pokemon game on the Wii. I guess there WAS a Pokemon game on the Wii, but that had no gym leaders, starter Pokemon or rivals.
However, if they make it so that the TV and the small screen show the same thing... Then it could just be the gateway to cloud gaming and being able to play games requiring powerful machines on a portable device. This basically means the game is played on the console at home, but the game is shown on the small screen. This could mean great things for portable games! It could also mean you could play the portable games on your TV as well. The small screen will also be a touch screen, but it could be awkward using it while also having the dual analog sticks, as the touch screen will most likely be in the middle. The controller could also be quite... Large... So it might be kinda big to be considered portable, but who knows, we shall see (:
Here's to hoping that the new things "Project Café" is bringing won't be completely useless!! :D
